NHS Low Income Scheme (HC2 and HC3 certificates)

Step by step
- Check you are not already entitled through a benefit such as income related ESA, Pension Credit Guarantee Credit or qualifying Universal Credit.
- Check your savings, investments and property (not counting your home) are under the limit.
- Apply online with the NHS Business Services Authority, or by post with form HC1.
- Send proof of your income, savings and housing costs. You can claim refunds of recent charges at the same time.
- Use your HC2 or HC3 certificate when you pay for NHS costs, and reapply before it expires.
What you need
- Proof of your income (and your partner's).
- Details of your savings and investments.
- Proof of your housing costs, such as rent or mortgage, and council tax.
- NHS receipts and refund forms (FP57 for prescriptions, HC5 for other costs) if you want money back.
Common mistakes
- Claiming a refund too late: it must arrive within 3 months of the date you paid.
- Letting the certificate expire and paying full charges without noticing.
